Strategic Management of Academic Competency Development in Knowledge-Based Universities: An Integrated Conceptual Framework

Abstract

Academic competency development is increasingly important to the strategic management of knowledge-based universities. However, approaches that focus primarily on individual training activities may overlook the institutional conditions and collaborative processes required for sustained professional learning. This conceptual paper develops an integrated framework for the strategic management of academic competency development by synthesizing competency-based, dynamic capabilities and communities of practice perspectives. The framework distinguishes five domains of academic competencies from three complementary institutional development dimensions: an enabling university environment, competency-based training, and academic learning communities. It further connects institutional strategic priorities with competency development mechanisms, implementation processes, and continuous review. This paper proposes practical directions for competency mapping, organizational support, targeted professional development, collaborative learning, and institutional adaptation. Its principal contribution is an integrated explanation of academic competency development as a strategically coordinated institutional process rather than an isolated training function. As the framework has not been empirically validated, future research is needed to examine its applicability, assess the proposed constructs, and investigate their relationships across different higher education contexts.
